Persesjen Kemdikbud (Kemendikbud) Nomor 23 Tahun 2020 Tentang Spesifikasi Teknis, Bentuk, dan Tata Cara Pengisian Blangko Ijazah Pendidikan Dasar dan Pendidikan Menengah Tahun Pelajaran 2020/2021, diterbitkan dengan pertimbangan: a) bahwa untuk melaksanakan ketentuan Pasal 11 Peraturan Menteri Pendidikan dan Kebudayaan Nomor 14 Tahun 2017 tentang ljazah dan Sertifikat Hasil Ujian Nasional, perlu menetapkan Peraturan Sekretaris Jenderal tentang Spesifikasi Teknis, Bentuk, dan Tata Cara Pengisian Blangko Ijazah Pendidikan Dasar dan Pendidikan Menengah Tahun Pelajaran 2020/2021; b) bahwa berdasarkan Surat Edaran Menteri Pendidikan dan Kebudayaan Nomor 1 Tahun 2021 tentang Peniadaan Ujian Nasional dan Ujian Kesetaraan Serta Pelaksanaan Ujian Sekolah dalam Masa Darurat Penyebaran Corona Virus Disease (Covid-19), penyelenggaraan Ujian Nasional Tahun 2020 ditiadakan; c) bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a dan huruf b, maka perlu menetapkan Peraturan Sekretaris Jenderal Kementerian Pendidikan dan Kebudayaan Tentang Spesifikasi Teknis, Bentuk, dan Tata Cara Pengisian Blangko Ijazah Pendidikan Dasar dan Pendidikan Menengah Tahun Pelajaran 2020/2021.
